Overview

About The Metropolitan Council funds the Livable Communities program. Each year, the City chooses projects through our sponsorship application process. Then we apply for Livable Communities grants on behalf of the selected projects. The program funds projects that support the Metropolitan Council’s goals. Development Grants The City will start accepting sponsorship applications for development grants in December.A $750 application fee is due by the application deadline. We do not accept late applications.We reserve the right to accept or reject all funding requests.City staff review proposals using a set process. We look at:How well the project might score based on the Metropolitan Council’s rulesProject readinessIf the project follows the City’s plans and rulesIf the project already has money from the City (we give these projects priority). We expect to recommend up to eight applications to the City Council for the 2026 program year. The City will accept sponsorship applications only once in 2026. We expect the Metropolitan Council to offer two rounds of applications in 2026. The City will decide which projects to submit in which round.

Ineligibility

Grant funds will not be: Awarded by Metropolitan Council until the 4th quarter of 2024. Available to the developer until the City accepts the grants from the Met Council and executes a Grant Agreement. At that time, a pass-through contract between the City and the developer can be executed. Available until the project is fully funded and ready to begin construction. Grant funds can be used to reimburse the developer for costs incurred and billed.
