About INCERT Established in 2012 by the State of Luxembourg, INCERT G.I.E. is a public agency operating under the authority of the Ministry of the Economy of Luxembourg. Over the past decade, INCERT has become one of Luxembourg’s leading cybersecurity organizations, providing trusted expertise across the European Union and internationally. Their work has supported some of the most critical national and cross-border projects, including electronic passport and ID card systems, digital wallet infrastructures, health process digitalization, and tobacco product traceability. Today, their portfolio spans digital identity solutions for individuals and objects, advanced cryptographic systems such as public key infrastructure and key management, pseudonymization technologies, darknet monitoring, and intelligence-driven cybersecurity services. With a proven track record of delivering cutting-edge solutions to European governments, top-tier enterprises, and international partners, INCERT combines technical excellence with a public mission: securing digital transformation for the benefit of citizens, businesses, and societies worldwide. INCERT One Young World Scholarship A Global Challenge, A New Generation of Leaders The challenges we face in cybersecurity are inherently global and require collaborative solutions that transcend borders and sectors. Protecting digital infrastructure demands not only technical expertise but also an understanding of human behavior, policy frameworks, and the ethical implications of security measures. Young leaders bring fresh perspectives, innovative thinking, and the digital nativity needed to tackle these complex challenges. This year, INCERT is proud to partner with One Young World to launch a scholarship competition that will support three exceptional young leaders to attend the One Young World Summit 2025 in Munich, Germany. Areas of Impact The scholarship will support emerging cybersecurity leaders who are making an impact in one or more of the following areas: Developing innovative approaches to digital identity and privacy protection, including secure authentication systems, identity verification technologies, or privacy-preserving solutions. Advancing cryptographic research and applications, such as post-quantum cryptography, secure key management, or novel encryption methods for emerging technologies. Strengthening cybersecurity resilience through threat detection, incident response, security awareness initiatives, or vulnerability research. Promoting cybersecurity education and digital literacy to bridge the skills and GENDER gap and build more secure digital communities. Advocating for ethical, inclusive, and ESG-aligned cybersecurity policies that protect vulnerable populations while enabling digital innovation. Scholarship Benefits Access to the One Young World Summit 2025 in Munich, Germany. Hotel accommodation in Munich between 2 – 6 November 2025 (inclusive). The cost of travel to and from Munich. Catering (breakfast, lunch, and dinner). Transport between the Summit accommodation and the Summit venue.Eligibility

Applications from those over 30 may be considered if they can demonstrate significant personal impact, initiative, and willingness to engage. Nationals of an EU member state are eligible to apply.
