Homelessness Resolution Program (HRP) (formerly Emergency Solutions Grants (ESG))

The Homelessness Resolution Program (HRP), previously known as Emergency Solutions Grants (ESG), is administered by the Colorado Department of Local Affairs. This program aims to prevent homelessness and assist individuals and families at risk of homelessness by providing essential resources and support. HRP enhances access to housing, operates low-barrier emergency shelters, and offers vital social services to those in need, ultimately striving to connect participants with permanent housing solutions.

Previously named the Emergency Solutions Grant, DOH allocates HRP funding annually through a competitive application process. HRP is the first step in a continuum of assistance to prevent homelessness and enable individuals and families experiencing or at risk of homelessness to move toward permanent housing.HRP Program Objectives
HRP aims to end homelessness by connecting those experiencing or at risk of homelessness to the appropriate resources as quickly as possible with few, if any, barriers;
Increase the number and quality of housing resources for individuals and families experiencing homelessness.
Operate emergency shelter facilities, prioritizing shelters that are low-barrier and housing-focused
Provide essential social services for those living outdoors, in emergency shelters, at risk of homelessness, or in rental assistance programs.
