Overview

HC Freedom of Expression Fund

Overview: A humanitarian assistance fund established to support individuals imprisoned for exercising freedom of expression in the People's Republic of China.

Legal Authority: Designated by Order of the United States District Court for the District of Columbia (Document 232, Case 1:17-cv-00635-RDM, Document 229-5, filed April 30, 2025) to receive settlement funds.

Fund Amount: Expected to receive approximately $3.3 million USD in total (exclusive of all fees and costs). Humanitarian China has already received the first installment as of August 31, 2025.

Geographic Scope: People's Republic of China

Eligibility Criteria:

  • Individuals imprisoned over the past four decades, currently, or in the future for exercising freedom of expression in China

  • Must demonstrate dissent or expression of political views that led to imprisonment

  • Families of imprisoned individuals facing financial hardship
  • Focus Areas:

  • Direct humanitarian assistance to imprisoned individuals

  • Financial support for families of those imprisoned for freedom of expression

  • Sustainable support for years to come
  • Required Documentation:

  • Identification card

  • Court judgment (preferred)

  • Media reports (preferred)

  • Medical reports (if applicable)

  • Alternative: If neither Court Judgment nor media reports available, two references who can vouch for your situation
  • Application Process:
    1. Direct contact by Humanitarian China of those meeting criteria
    2. Indirect referral with board approval
    3. Potential beneficiaries may self-initiate contact

    Organization: Humanitarian China is a California nonprofit corporation, tax-exempt under 26 U.S.C. § 501(c)(3).
