HBI-PACT Reduced Licensing Fee Program

Purpose: Partnership with the Home Builders Institute to provide curriculum licenses at reduced fees for the Pre-Apprenticeship Certificate Training (PACT) Program.

Geographic Scope: Texas (organizations must partner with a Texas home builders association)

Program Description: The Home Builders Institute's Pre-Apprenticeship Certificate Training (PACT) Program curriculum teaches students the skills and knowledge needed to be employed in entry-level or semi-skilled positions within residential construction trades. Students who graduate from an HBI-licensed PACT program receive an industry-recognized pre-apprenticeship credential that qualifies them for employment in the construction industry.

Eligible Applicants:

• High schools
• Community colleges
• Vocational and technical schools
• Non-profit organizations (such as Habitat for Humanity chapters)
• Home builders associations
• All applicants must partner with a Texas home builders association

What This Program Provides:

• Reduced licensing fee for PACT curriculum license
• Industry-recognized pre-apprenticeship credential for program graduates
• Entry-level and semi-skilled job training in residential construction trades

Submission Method:

• Complete the HBI-PACT application
• Submit via email to Chloe@TexasBuilders.org

Application Materials:

• HBI-PACT application form
• Information about the grant opportunity
• Memorandum of Understanding (MOU) between Habitat Chapter, School or Home Builders Association (License Holder) and the Home Builders Institute (HBI)

Requirements:

• Organization must partner with a Texas home builders association
• Complete application with supporting documentation
