Grievance Arbitration Assistance
Overview: NEA-Alaska may provide financial support to local associations with costs related to arbitrations.
Award Coverage: Only normal costs of grievance arbitration are covered, including:
Geographic Scope: Alaska
Eligible Applicants: NEA-Alaska Local Associations
Conditions for Funding:
1. Staff Involvement: NEA-Alaska staff must have been/will be involved in preparations and presentation of the case before the arbitrator.
2. Administrative Requirements:
- The local must have a signed Dues Transmittal Agreement on file
- Must be current in dues obligations to NEA and NEA-Alaska
3. Board and Staff Recommendation: Both the local executive board and NEA-Alaska staff must recommend the case be taken to arbitration.
4. Application Process: The local executive board will apply to the NEA-Alaska Board of Directors for assistance through appropriate NEA-Alaska staff.
5. Budget Requirements:
- Must have an annual budget containing funding for protection of employee rights before expenses are incurred
- Budget must be at least $24 per member, $12 per ESP members
- Funding may include: training of rights advocates, processing costs of grievance, release time for rights advocates, and proportional expenses of release time officers
6. Staff Involvement in Budget: UniServ staff person assisting the local should be involved in budget development. If not involved, request may receive negative recommendation and require 2/3 vote for approval by NEA-Alaska Board of Directors.
7. Application Process: Requests should be referred to the Board of Directors by the local association/NEA-Alaska staff whenever possible.
