Overview

FY25 Continuum of Care (CoC) Program Competition

Status: Paused as of February 22, 2026

Geographic Scope: O'ahu, Hawaii (HI-501 CoC)

Funder: U.S. Department of Housing and Urban Development (HUD)

Background: The FY Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to ending homelessness. HUD releases several billion dollars available to CoCs upon application annually, with potential additions from carried-over or recaptured funds from previous fiscal years.

Focus Areas:

  • Funding for nonprofit providers, states, and local governments

  • Rapidly rehousing homeless individuals and families

  • Support for persons fleeing domestic violence, dating violence, sexual assault, and stalking

  • Youth homelessness programs

  • Minimizing trauma and dislocation caused by homelessness

  • Promoting access to mainstream programs

  • Optimizing self-sufficiency
  • Project Types Eligible:

  • Permanent Supportive Housing (PSH)

  • Rapid Rehousing (RRH)

  • Transitional Housing (TH)

  • Joint TH/PH-RRH projects

  • Coordinated Entry System

  • HMIS projects

  • Supportive Services Only (SSO)

  • Youth Homeless Demonstration Program (YHDP)

  • Eligibility Requirements:

  • Must be a current member of the O'ahu CoC to apply

  • Nonprofit providers, states, and local governments

  • Agencies with new projects that lack audits must provide a letter explaining the reason for lack of audit

  • All applicants subject to HUD compliance requirements

  • Must attend at least one mandatory informational session for RFP details
  • Funding Tiers:

  • Tier 1: Projects that align with NOFO priorities (prioritizes new projects)

  • Tier 2: Additional projects funded when available

  • Note: Tiering is based on evaluator raw scores, not applicant determination
  • Budget Guidelines:
    Allowable costs vary by project type and include:

  • Personnel costs (program direction, clinical supervision, outcome evaluation)

  • Supportive services

  • Leasing costs

  • Rental assistance

  • Utilities (may be included in base rent)

    2. Budget Documentation:

    - For Renewal Projects: Required (APR period 06/01/2024 to 05/31/2025)

    5. Financial Documentation:
    - Single audit (required if receiving >$750,000 in federal funds)
    - For new agencies without audits: Letter explaining reason for lack of audit
    - Balance sheets, profit and loss statements, or other financial capacity verification
    - Commitment letter for future audit completion (if applicable)

    6. Site Control Documentation:
    - For prospective housing locations: Letter of Intent to lease with property owner/manager
    - Letters of commitment from project partners (if applicable)

    7. Project Start Date:
    - New 12-month projects should anticipate start date of late summer 2026
