The Department’s funding priorities and programs emphasize equitable student access and outcomes, diversity and culturally responsive teaching, strong teacher effectiveness and professional development, family and community engagement, and strategic support—such as quality improvement grants, safe and supportive school initiatives, and data-driven accountability tools—that advance excellence and equity in Massachusetts public education. FY2027: Partnership for Reading Success — Massachusetts (PRISM) II PRISM II continuation funding sustains curriculum councils through stipends, leadership coaching, and curriculum-based professional learning delivered by PRISM Curriculum and Instruction Coaches. The goal is to build internal capacity and strengthen instructional practices aligned with HQIM to deliver relevant, real-world literacy learning experiences. Priority is given to previously funded LEAs/consortia that demonstrate: (1) a strong commitment to evidence-based, inclusive, and culturally and linguistically sustaining literacy practices; (2) established routines and systems to support high-quality instruction with new curriculum materials (including PreK, when applicable); (3) meaningful engagement of diverse stakeholders such as families, educators, administrators, school committees, and community preschool partners; and (4) a clear commitment to addressing early literacy achievement disparities across race, income, language status, and disability status.Eligibility
