Overview: Disaster assistance program providing federal funding for rural community development and infrastructure restoration following major disaster declarations. Reimbursements made on cost-sharing basis for emergency work and restoration.

Geographic Scope:

  • 45 Oklahoma counties approved (as of January 2020): Adair, Alfalfa, Beaver, Beckham, Blaine, Canadian, Cherokee, Craig, Creek, Custer, Delaware, Dewey, Ellis, Garfield, Grady, Grant, Greer, Harper, Jackson, Kingfisher, Le Flore, Logan, Lincoln, Mayes, Muskogee, Nowata, Osage, Okfuskee, Pawnee, Payne, Pottawatomie, Pittsburg, Pushmataha, Rogers, Roger Mills, Sequoyah, Tulsa, Wagoner, Washington, Washita, and Woods

  • Program follows presidential major disaster declarations
  • Eligibility:

  • Counties, municipalities, state, tribes, and certain private nonprofit organizations in declared disaster areas

  • Rural communities and infrastructure systems
  • Funded Activities:

  • Eligible disaster-related debris removal

  • Emergency protective measures

  • Repair or rebuilding of public facilities including:

  • - Roads and bridges
    - Water control facilities
    - Buildings and equipment
    - Public utilities
    - Parks and recreational facilities

    Cost-Share: 80% federal / 20% local match (for eligible applicants)

    Application Process

    1. Verify project location is in FEMA-approved disaster county
    2. Document disaster-related damages
    3. Identify eligible projects (debris removal, emergency measures, infrastructure repair/rebuilding)
    4. Contact ORWA for education and guidance on federal communications
    5. Work with FEMA regional office on application and cost-share documentation
    6. ORWA and EDA representatives available to assist communities in navigating federal process

    Support Available: Cornell Wesley (EDA) and ORWA partnership provides direct education and assistance to communities on accessing federal dollars
