Energy Assist Program (EAP)

Overview: OPALCO offers monthly energy assistance to its members when they are challenged to pay their electric bills. Energy Assist provides a bill credit every month based on household size.

  • Geographic Scope: San Juan County, Washington (OPALCO service area)
  • Assistance Type: Monthly bill credit (year-round)
  • Duration: Ongoing year-round; must renew annually by April 30th

    Eligibility

  • Must be an OPALCO member on standard Residential rate
  • Must be a year-round resident
  • Income-Based: No specific income limit; eligibility based on participation in other programs that serve low-income households
  • Eligible programs include (examples): SNAP, LIHEAP, Medicaid, SSI, and other low-income assistance programs
  • If participating in an unlisted program, contact OPALCO to verify eligibility

    Renewal Requirements

  • Must re-enroll/apply online each April
  • All participants on same renewal cycle regardless of enrollment date
  • Effective on next billing cycle after approval

    Program Changes

  • Credits may increase or decrease with or without notice depending on number of participants

    Additional Benefits

  • OPALCO EAP participants can get $25 bill credit from Rock Island Communications (subsidiary) by showing assistance amount on bill copy

Application Process

1. Initial Application: Complete online application form verifying participation in qualifying low-income assistance program
2. Submission: Apply online through OPALCO website
3. Approval: Once processed and approved, credit is effective on next bill
4. Renewal: Must fill out new application each year starting in April
