El Paso County Community Development Block Grant Since 2009, El Paso County Community Development Block Grant funds have been awarded to local jurisdictions and non-profit organizations. Eligible projects are those that serve low-to-moderate income residents (LMI), create jobs for low-to-moderate income clients (LMJ), or serve a low-to-moderate income area (LMA) within El Paso County.

All projects must serve persons of low-to-moderate income (LMI) who reside within El Paso County but outside the city limits of Colorado Springs. Eligible areas include Calhan, Fountain, Green Mountain Falls, Manitou Springs, Monument, Palmer Lake, Ramah, and unincorporated El Paso County.
