Supports repair or reconstruction of Federal-aid highways and roads on Federal lands which have suffered serious damage because of natural disasters or catastrophic failures from an external cause.

• Funding Entity: Vermont Agency of Transportation
• Funding Type: Grant
• Funding Range: Statewide, there must be at least $875,000 in damages. Generally, sites must have a minimum of $5,000 in repair costs to be eligible for funding. VTrans staff will help identify what a "site" is.
• Match Required: Varies by type of repair and timing.Emergency repair work (accomplished in the first 270 days) is 0% match.Permanent repair work (accomplished after the first 270 days) is 10% match.ERAF ratings do not apply to this program.

Notes

FHWA reimbursements typically are based on pre-disaster conditions. If items such as culverts are washed out, but not destroyed, FHWA will not pay for their replacement, regardless of whether a municipality has adopted codes and standards. Betterments (mitigation actions) are added protective features or changes that modify the function or character of a facility from what existed prior to the disaster. They must be justified through a cost benefit analysis. FHWA determines eligibility and must review and approve all work.
