Overview
Supports projects defined as transportation alternatives (Transportation Alternatives - FAST Act Fact Sheets - FHWA), including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhancing mobility, community improvement activities, and environmental mitigation, trails that serve a transportation purpose, and safe routes to school projects. Feasibility studies and design/construction projects are eligible.

One application is submitted then reviewed by both programs.Only items that are a “functional necessity”, as defined in the link below, are eligible for reimbursement for these projects. VTrans Enhancement to Transportation Projects Policy ("The Amenity Policy").Applications for additional project funding will not be considered if they do not have a current NEPA clearance and Right of Way Clearance.Bicycle and pedestrian-related projects receive 10 extra points during the grant scoring process. Salt Shed project receive 3 additional points during the grant scoring process. Eligibility for salt sheds will be considered on a case-by-case basis based on proximity of the existing storage location to a major water body (generally within 50 ft.). Details apply.A feasibility study bolsters support for design/construction activities.All projects, other than scoping studies, must advance to construction to avoid the pay-back provision.Municipal Project Managers are required. They are responsible for the day-to-day management and administrative duties and advancing the project to completion.This grant required: a letter of support from the applicable Regional Planning Commission and from the governing body of the applicant municipality or organization and notification to the VTrans District Transportation Administration if the project is located in or adjacent to a State maintained right-of-way.
