Crime Prevention Foundation The Crime Prevention Foundation increases public awareness of and provides financial assistance to crime prevention programs in Brown County. Financial support is given to existing programs and for the implementation of new crime prevention programs. For a crime to occur, these three elements are necessary: DESIRE to commit the crimeABILITY to commit the crime OPPORTUNITY to commit the crime A successful crime prevention program must aim to reduce or impact at least one of these three elements.Eligibility
