Congressman C.W. Bill Young Veteran Tuition Waiver Program

This state-mandated program requires Florida College System institutions to waive out-of-state fees for eligible veterans and active duty military members.

Geographic Scope: Florida College System institutions; veterans must physically reside in Florida

Group A: Honorably Discharged Veterans

• Honorably discharged veterans of the United States Armed Forces and Reserve Forces (Air Force, Army, Coast Guard, Marines, Navy)
• Honorably discharged members of the National Guard (Army and Air)
• Any student entitled to and using educational assistance from the United States Department of Veterans Affairs
• Must physically reside in Florida while enrolled as degree or certificate-seeking student
• Tuition and fees cannot exceed resident student rates for same program

Group B: Active Duty Military

• Active duty members of the Armed Forces of the United States
• Must be residing or stationed outside Florida
• Must be enrolled as degree or certificate-seeking student
• Tuition and fees cannot exceed resident student rates for same program

Eligibility Requirements:
To receive the out-of-state fee waiver, veterans must provide:

1. Proof of Florida Residency: Florida driver license or Florida identification card (physical residency verified each term)
2. Proof of Honorable Discharge: DD214, discharge certificate, or other documentation deemed appropriate by the institution

Scope:

• Applies to online programs and courses
• Applies to degree-seeking and certificate-seeking students
• Eligibility must be verified each term
• Does NOT apply to veterans residing in states other than Florida (even for online-only programs)

Interaction with Other Waivers:

• Student may be eligible for both this waiver and the Purple Heart tuition waiver
• If eligible for multiple waivers, student receives the most beneficial one

Residency Recommendation:

• Veterans encouraged to establish residency for tuition purposes at time of initial enrollment to facilitate reclassification as Florida resident

Application Process

1. Enroll at CF: Apply and be admitted to College of Central Florida
2. Provide Documentation: Submit required documentation to CF admissions/registrar
3. Verification: Eligibility verified by institution each term
4. Re-verification Required: Must reverify residency and military status each semester

Required Documentation:

• Proof of Physical Florida Residency:
  • Florida driver license, OR
  • Florida identification card, OR
  • Other documentation of physical residency deemed appropriate by institution
• Proof of Eligibility Status:
  • DD214 (Certificate of Release or Discharge from Active Duty), OR
  • Military discharge certificate, OR
  • Other documentation deemed appropriate by institution

For Veterans Using VA Educational Assistance:

• Must demonstrate entitlement to and use of educational assistance from United States Department of Veterans Affairs

Important Notes:

• Eligibility must be verified each term
• Physical residency in Florida must be established and maintained
• Applies to both in-person and online enrollment
• Veterans not physically residing in Florida are ineligible, even for online-only programs
