    Eligibility Requirements - Agencies

  • Must be in existence for a minimum of 3 years
  • Must be 501(c)(3) tax-exempt nonprofit with IRS exemption documentation
  • Must make services available without regard to race, religion, national origin, or political creed
  • Must file Form 990 or 990-EZ with IRS (no more than 18 months old)
  • - Form 990-N (e-postcard) does NOT qualify
  • Must operate with management, general, and fundraising costs below 25%
  • Must maintain active local governing board:
  • - Adequate size, background, and diversity - Members serve without compensation - Hold regular documented meetings (at least quarterly) - Demonstrate effective administrative control - Minutes available upon request
  • If part of regional/national organization: must have local advisory committee with documented roles, responsibilities, and community representation
  • Must demonstrate how local volunteers influence use of local United Way dollars
  • Must specify how United Way Galveston County Mainland funds will be spent locally
  • Must maintain annual audit or compiled financial statements by Certified Public Accountant
  • - Revenue $500,000+: Independent Financial Audit (not more than 18 months old) - Revenue <$500,000: Management Letter or Financial Review acceptable; if weaknesses identified, must provide formal response from agency leadership
  • Must comply with all anti-terrorist financing and asset control laws (USA Patriot Act and other counterterrorism laws)
  • Must carry general/commercial and board liability insurance (proof required)

  • Must have been in continuous operation for minimum 2 years with demonstrated success
  • Must address clearly demonstrated community need in at least one of three focus areas: health, education, financial stability
  • Must provide services to Galveston County Mainland residents

    Review Process

  • All proposals reviewed and approved by community volunteers, donors, and United Way Galveston County Mainland Board of Directors
  • Funding is competitive based on submitted information
