Overview: An insurance-like program that protects eligible NCTNA members by guaranteeing consistent monthly broadband costs regardless of changes or delays in federal broadband funding (Healthcare Connect Fund).

Geographic Scope: North Carolina

Eligible Applicants:

NCTNA members with broadband service through NCTNA

Priority given based on rurality assessment

Excluded: Urban non-profit hospitals, off-site data centers, and off-site admin offices

How It Works:

Guarantees discount rate regardless of funding delays

Set up as an insurance model designed to break-even over time

Members pay a low monthly fee for discount insurance

Monthly costs remain at discounted rate for enrolled services instead of fluctuating based on discount status

When delayed funding is approved, NCTNA essentially reimburses itself for the coverage of enrolled CDG member discounts
