Community Assistance Grant Program (CAP) The Community Assistance Grant Program (CAP) provides financial support to non-profits that provide social services to low-income members of the San Leandro community. CAP is funded through the City of San Leandro general fund ($320,000) and Community Development Block Grants (CDBG) (estimated $120,000). CDBG is funded by the U.S. Department of Housing & Urban Development (HUD). The City of San Leandro’s biennial (two-year) competitive funding process for CAP will distribute an estimated $440,000 grant funding ($320,000 in GF and an estimated $120,000 CDBG) for the next two upcoming Fiscal Years.
