Clean Water State Revolving Fund (CWSRF)

Provides low-cost loans for planning, design, and construction of wastewater infrastructure projects. Eligible uses include wastewater treatment works construction/repair/replacement, non-point source management, decentralized systems, stormwater management, conservation measures, watershed projects, energy efficiency, wastewater/stormwater reuse, and security improvements. Loan terms up to 30 years with repayment beginning one year after project completion. Interest rates from 0.01% to 2.375% depending on entity type. Loan subsidy may be available to disadvantaged borrowers or those incorporating sustainability features.
