Child Passenger Safety Education and Assistance Program Overview This program helps eligible organizations employing a Certified Child Passenger Safety Technician educate caregivers and provide car seats to low-income families. This program awards eligible organizations with car seats for distribution to low-income families in need by certified Child Passenger Safety (CPS) technicians. Using funding from the National Highway Traffic Safety Administration (NHTSA), OGR aims to reduce child passenger injuries and fatalities by ensuring low-income families are equipped with the correct car seat and caregivers are educated on proper installation and usage. OGR is the State Administering Agency for NHTSA’s traffic safety grants to reduce roadway crashes, injuries, fatalities, and associated economic losses in Massachusetts. Requests for car seats are accepted on a rolling basis and will be fulfilled on a first come, first serve basis to qualified applicants. Please note that this funding is contingent upon the availability and release of funds from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance. OGR reserves the right to amend any awards, rules, regulations or policies relevant to this opportunity if required by the federal government. Please continue to check this page for updates. Massachusetts municipal agencies, state agencies, not-for-profit hospitals, and 501 (c)(3) organizations serving children and/or families that meet all of the requirements in the FFY 2025 Child Passenger Safety Education and Assistance Program Notice of Solicitation of Application are eligible to apply for this opportunity. Applicants must Have at least one certified CPS technician on staff who is currently completing in-person seat checks for your organization. See Section VIII for more information.Discuss how you will identify low-income families in need of a car seat and/or identify low-income serving organizations you will partner with to ensure distribution is prioritized to those with the greatest need.Justify the need for the seats being requested, both the quantity and the seat type(s). Have an active account in the National Digital Car Seat Check Form (NDCF) online database, with your agency included on the "Agency List." See Section V for more information.
