Empire State Development The mission of Empire State Development (“ESD”) is to promote a vigorous, inclusive and growing state economy, encourage business investment and job creation, and support diverse, local economies across New York State through the efficient use of loans, grants, tax credits, real estate development, marketing, and other forms of assistance. CERSP Grant Program Objective Harlem CDC’s Community and Economic Revitalization Support Program (CERSP) provides financial assistance for initiatives and events that advance HCDC’s mission. Overview The Community and Economic Revitalization Support Program (CERSP) provides financial assistance in the form of grants for initiatives and events that advance HCDC’s mission. Funding for CERSP is provided through annual contributions from Columbia University pursuant to a Declaration of Covenants and Restrictions which Columbia executed in connection with Empire State Development’s Columbia University Educational Mixed-Use Development Land Use Improvement and Civic Project. HCDC’s departments of Business Services and Community Development are responsible for the review and processing of applications received for funding requests.Eligibility
