Overview

The Capital Improvements for At-Risk/Receivership/Substandard/Troubled PHAs program provides competitive awards to PHAs that are either in receivership, designated troubled or substandard, or otherwise high risk. Funding is available for public housing asset improvement in the following two areas. For this NOFO, asset improvement means capital improvements. Physical Condition: Improve the physical condition of public housing. Successful applicants must demonstrate a comprehensive strategy on how the funds will provide residents access to safe, accessible, and decent public housing through improved public housing assets.Management: Increase occupancy and reduce long-term vacancies through capital investment. The goal of this program is public housing asset improvement. To achieve this, the program focuses on the following objectives: Physical Condition: Improve the physical condition of public housing.Management: Increase occupancy and reduce long-term vacancies through capital investment.
