CA Brownfields Revolving Loan Fund (RLF) Grant Program The Revolving Loan Fund provides grants to local governments, tribal entities, and nonprofits that are not potentially liable under CERCLA section 107 to assess or clean up brownfields that they own. Fund Uses Grantees may use cleanup funds for two types of brownfield sites – hazardous substances or mixed contaminant sites and petroleum sites. Grantees may also use funds for pre-cleanup site assessments. Grantees may use cleanup funds to implement an environmental cleanup, as follows: Cost to treat, remove, or mitigate environmental contamination; Hazardous material or waste disposal fees; Confirmation sampling or other cleanup-related sampling; and Engineering controls. Eligibility Process:Local Government, Tribal Entity, or Nonprofit Applicant submits brownfields site eligibility evaluation form, remediation plan, cost estimate, and amount requested  to theDepartment of Toxic Substances Control (DTSC).
