Abandoned Mine Land Economic Revitalization (AMLER) Program The Abandoned Mine Land Economic Revitalization (AMLER) Program, formerly known as the AML Pilot Program, was established by Congress through the Consolidated Appropriations Act and is administered by the Office of Surface Mining Reclamation and Enforcement (OSMRE). The program provides funding for the reclamation of abandoned mine lands (AML) in ways that support economic and community development. The AMLER Program targets the six Appalachian states and three Tribes with the most significant unfunded AML issues. These grants support projects that combine mine land reclamation with local economic revitalization efforts.
