Born June 20, 1944, in Ypsilanti, Michigan, she earned a degree in economics from the University of Michigan in 1966 and a juris doctor from the University of Michigan Law School in 1974. She worked as an assistant attorney general for the State of Michigan and joined Dow Chemical Company in Midland in 1977, where she specialized in employee relations and tax law. She was admitted to the U.S. Tax Court in 1986.
