The organization’s stated mission includes promoting civic education and engagement; researching how policies affect poverty and racial inequity; training and developing leaders; building capacity for community organizations; and empowering low-income and working-class communities throughout the United States. Its program descriptions also include building progressive political power through mass-based electoral organizing, base-building, and policy advocacy, as well as providing organizational development and capacity-building support.

Its website describes four areas of work: supporting multi-entity hubs and shared back-office services; developing organizers and operations staff through fellowships, mentorship, intergenerational programs, and political education; accompanying organizational leaders through change; and engaging in movement workforce research, funder education, and learning spaces.

Grantees in 2024 included organizations with varied missions. For example, Chinese Progressive Association describes its work as organizing low-income and working-class immigrant Chinese communities to build collective power. Asian Americans United says it supports people of Asian ancestry in the Philadelphia area to exercise leadership and challenge oppression. State Voices describes its work as using data, technology, nonpartisan campaigns, and leadership development to build a multiracial democracy.
