Overview

Workforce Legal Services Program

Funder: Maryland Legal Services Corporation (MLSC), in partnership with Baltimore City Mayor's Office of Employment Development (MOED)

Funding Source: American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds

Geographic Scope: Baltimore City

Purpose: To provide legal services to participants in workforce development programs who have been negatively impacted by the COVID-19 pandemic

Target Population:

  • Unemployed or underemployed individuals

  • Youth receiving workforce development opportunities

  • Individuals participating in sector-based job training in high-growth industries

  • Participants receiving job training or transitional work
  • Services Provided:

  • Workforce support services, including legal services

  • Criminal record expungement

  • Driver's license suspension resolution

  • Bankruptcy assistance

  • Credit maintenance

  • Tax controversies

  • Estate planning
  • Focus: Legal issues that can affect employment opportunities and financial stability

    Program Administration:

  • MOED will subgrant to MLSC

  • MLSC will conduct competitive RFP process to select legal service providers

  • MLSC will coordinate services during grant period
  • Eligibility:

  • Nonprofit legal service providers

  • Current MLSC Workforce grantees or new applicants (non-current grantees should contact MLSC before applying to discuss compliance requirements)
