Virginia Appalachian Regional Commission Virginia’s Appalachian Regional Commission (ARC) funding fosters economic development and improves the quality of life for our Appalachian citizens. ARC provides assistance in the long-term development of a chronically depressed multi-state region, which includes 25 counties and eight independent cities in Virginia. ARC invests in water and sewer service to communities, workforce training for skilled trades and professionals, regional economic restructuring efforts, and heritage and cultural tourism. Other funds seek to build a strong and sustainable asset-based economy, bringing jobs and prosperity to Appalachian communities while preserving their character. Virginia's Four-Year Development Plan and Annual Strategy Statement identify the objectives of Virginia’s program which are consistent with ARC's strategic goals. The state objectives are closely correlated to the Appalachian Regional Commission goals, and several specific strategies are developed for each objective. Approximately $8 million is expected to be available in this round of funding for ARC projects. DHCD reserves the option to add additional ARC funds, if available. Final funding figures will be based on Virginia’s ARC allocation pending federal budget approval. Eligible funding requests must meet the following criteria: Applicant clearly describes the proposed project with achievable performance outcomes,Applicant has the capacity to implement the project,Non-ARC resources are in place to leverage the requested funds,Project will be implemented using a collaborative approach, andThe project is sustainable.Eligibility
