Ventura County Storm Fund

Overview: Emergency relief fund established to provide immediate financial assistance to low-income families and seniors affected by devastating flooding in Ventura County.

Geographic Scope: Ventura County, California (specifically Port Hueneme, Oxnard, and Ventura municipalities)

Disaster Event: Historic flooding on December 21, 2023

  • Over 400 homes severely damaged

  • Water levels exceeded 18 inches in many homes

  • 422 homes and 644 vehicles damaged

  • Unprecedented rainfall of over 3 inches in less than one hour from supercell thunderstorm
  • Target Beneficiaries:

  • Low-income families

  • Seniors

  • Undocumented individuals

  • Those ineligible for FEMA assistance (disaster did not meet 1,200+ home threshold)

  • Those declined SBA loans
  • Eligibility Criteria:

  • Residents most severely impacted by flooding

  • Low-income families and seniors prioritized

  • Priority given to those without insurance coverage for flood damage

  • Initial focus on most severely impacted structures, expanding to less impacted as funds allow
  • Fund Distribution:

  • 100% of donations distributed directly to those in need

  • Transparent reporting of all funds collected and distributed

  • Distribution planned through gift cards ($1,000 per household initial phase)

  • Planned distribution to all affected structures based on severity of impact

  • How Assistance is Provided: Direct financial assistance through gift cards and direct payments to eligible residents
