Background:
Established in 2017 through House Bill 17-1326, the Transforming Safety Initiative represents a new approach to public safety that invests in strategies strengthening communities to prevent crime. The bill reinvests $4 million annually in savings from parole reforms to fund a three-year pilot program. PPCF was selected to facilitate the local planning process and manage the grant program for Southeast Colorado Springs.
