Summer Crisis Program

Status: Active annual program

Geographic Scope: Darke, Greene, Montgomery, and Preble counties, Ohio

Program Period: July 1 - September 30 each year

Focus Areas:

  • Emergency electric bill payment assistance

  • Central air conditioning repairs (up to $1,500)

  • Air conditioning unit purchases (subject to availability)

  • Electric fan distribution
  • Program Performance (2024):

  • $322,113 in bill payment assistance distributed

  • 179 air conditioners provided

  • 616 fans distributed
  • Eligibility Requirements:

  • Gross annual household income at or below 175% of federal poverty line ($56,262.50 for family of four in 2025)

  • PLUS at least one of the following:

  • - At least one household member age 60 or over
    - Household member has documented medical condition worsened by extreme heat
    - Electric service disconnected or disconnect notice received
    - Trying to establish new service

    Award Amounts:

  • Bill Payment Assistance:

  • - Regulated utilities: Up to $500
    - Unregulated utilities: Up to $800
  • Air Conditioning Repairs: Up to $1,500

  • Air Conditioners: Available to those who have not received unit from MVCAP in last three years (subject to availability)

  • Electric Fans: Available (subject to availability); priority for those who received AC in past three years

  • Appointments opened in blocks approximately once weekly during crisis period

  • OHID required - Create account and multi-factor authentication recommended

    Summer Crisis Program Application Process

    1. Create OHID Account (Required)
    - Visit energyhelp.ohio.gov
    - Click "Log in to the EA Portal"
    - Click "Create an OHID"
    - Follow six-step account creation process
    - Set up multi-factor authentication (recommended for security)

    2. Start Application Online
    - Complete application via state portal at energyhelp.ohio.gov
    - Starting application before appointment is recommended but not required

    3. Schedule Appointment
    - Montgomery County: Online at www.miamivalleycap.org or call (937) 514-4777
    - Darke County: Phone appointment at (937) 548-8143
    - Greene County: In-person appointment, call (937) 376-7747 (Mon, Tue, Thu)
    - Preble County: In-person appointment, call (937) 456-2800
    - Appointments held approximately once per week during crisis period

    4. Attend Appointment (In-Person or Phone)
    - Bring all required documentation
    - Support staff will review application for completeness
    - Receive confirmation or additional instructions

    5. Alternative: Walk-In Service
    - Limited walk-ins accepted at all offices
    - Bring documents and support staff will review
    - Receive phone appointment time or additional instructions

    Required Documentation

    • Income Information: Last 30 days of income for all household members 18+ years old
    • - Check stubs, Social Security statements, child support documentation - "No income" members must complete no income form; additional documentation may be requested
    • Citizenship Proof: For all household members
    • Utility Bills: Most recent electric and gas bills
    • Medical Proof (if applicable): Documentation signed by licensed physician or registered nurse practitioner (if applying due to medical condition worsened by extreme heat)
