Program Purpose:
Provides financial incentives to eligible applicants to conduct activities on or related to strategic sites in Michigan. Creates a statewide inventory of investment-ready sites that will attract and promote investment in the state.

Eligible Activities:

Infrastructure preparation

Sewer extension and connection

Site remediation

Environmental assessments

Road and utility improvements

Making sites "shovel-ready" for development

Site Eligibility Criteria:

Strategic location for regional/state economic development

Significant development potential

Ability to attract major investment

Program Funding Structure:
Grants typically cover 50% of total project costs; applicant responsible for matching funds

Covenant Business Park (Lowell Township): $17.5 million awarded in 2024

- 237-acre parcel
- Location: Southwest corner of Cascade Road and Alden Nash, north of I-96
- Zoning: PUD for industrial and commercial use
- Developable area: ~190 acres
- Funds support infrastructure (sewer extension/connection)
- Award represents 50% of $35 million needed for full site readiness
