Section 5310 Program The Section 5310 – Enhanced Mobility of Seniors and Individuals with Disabilities is part of the Competitive Programs that East-West Gateway Council of Governments (EWG) administers. Section 5310 projects, like all federally funded transportation projects, are included in the Transportation Improvement Program that EWG develops for the St. Louis region. The Section 5310 program provides federal funding to improve mobility for seniors and people with disabilities. Certain portions of the St. Louis region are in the St. Louis, MO-IL Urbanized Area (St. Louis UZA).
