Funding Source Description

The Residential Substance Abuse Treatment (RSAT) Program is a formula grant program that enhances the capabilities of state and local governments to provide substance use disorder (SUD) treatment services for justice-involved individuals. The program supports evidence-based treatment, recovery, and reentry services designed to address substance use disorders, prepare participants for successful community reintegration, and provide continuity of care through community-based treatment and recovery support services.

Funding under this solicitation may support pretrial SUD treatment, prison-based residential SUD treatment, jail-based residential SUD treatment, and stand-alone aftercare services. Programs are encouraged to incorporate evidence-based and evidence-informed practices, including medication-assisted treatment, when appropriate, and to address the needs of individuals with co-occurring mental health and substance use disorders.

The RSAT Program was established by the Violent Crime Control and Law Enforcement Act of 1994 (Public Law 103-322) and is intended to reduce substance use and recidivism by increasing access to treatment, strengthening recovery supports, and improving long-term outcomes for justice-involved individuals.

Indirect Cost Description

Applicants may include indirect costs in the proposed budget. Indirect costs must be supported by either a federally negotiated indirect cost rate agreement, a state negotiated indirect cost rate agreement, or the election of the 15 percent de minimis indirect cost rate in accordance with 2 CFR Part 200.

Applicants electing to use the de minimis rate may charge up to 15 percent of Modified Total Direct Costs (MTDC), provided the organization has never received a federally negotiated indirect cost rate agreement. Indirect costs must be necessary, reasonable, allocable, and consistently applied in accordance with federal and state requirements.

Applicants claiming indirect costs must maintain documentation supporting the selected indirect cost methodology and make such documentation available upon request.

State Award Notices

IFollowing completion of the application review process and approval of funding recommendations by the ICJIA Budget Committee, ICJIA will issue a Notice of State Award (NOSA) and grant agreement to successful applicants.

No costs incurred prior to the approved grant agreement start date may be charged to the grant.

Prior to execution of a grant agreement, selected applicants may be required to submit additional documentation, including, but not limited to:

• Fiscal Information Sheet

• Audit Information Sheet

• Civil Rights Compliance Questionnaire

• Certifications regarding lobbying, debarment, suspension, other responsibility matters, and drug-free workplace requirements

• Internal Control Questionnaire

• Any additional documentation required by ICJIA, the Illinois Grant Accountability and Transparency Act (GATA), the Bureau of Justice Assistance (BJA), or other applicable federal and state requirements.

Funding recommendations are subject to review and approval by the ICJIA Budget Committee and the availability of federal funds.

Administrative and National Policy Requirements

n addition to implementing the funded project in accordance with the approved application, budget, and grant agreement, recipients must comply with all applicable federal and state laws, regulations, grant terms and conditions, and program requirements. This includes, but is not limited to, requirements established by the Bureau of Justice Assistance (BJA), the Illinois Grant Accountability and Transparency Act (GATA), the U.S. Department of Justice Grants Financial Guide, and 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).

Recipients must comply with all applicable administrative, financial, programmatic, reporting, civil rights, audit, and monitoring requirements. Recipients are also required to comply with all applicable special conditions imposed by ICJIA, BJA, or other authorized oversight entities.

Additional programmatic, administrative, fiscal, or special conditions may be imposed at the time of award or throughout the grant period as deemed necessary by ICJIA or the federal awarding agency.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, when applicable, audit reports in accordance with 2 CFR Part 200, GATA requirements, and ICJIA grant reporting requirements.

Recipients awarded RSAT funding must collect and report performance data consistent with the approved Performance Plan and the Bureau of Justice Assistance (BJA) Residential Substance Abuse Treatment (RSAT) Program Performance Measure Questionnaire. Recipients will be required to submit performance information through the BJA Performance Measurement Tool (PMT), as applicable.

Failure to submit required reports in a timely and accurate manner may result in delayed reimbursements, withholding of funds, designation as high risk, suspension of grant activities, termination of the award, or ineligibility for future funding opportunities.
