Recreational Trails Program (Motorized and Non-Motorized Portions) The Recreational Trails Program (RTP) is a federal-aid assistance program established by Congress in 1991 to help states develop and maintain recreational trails. The program is funded by a portion of the federal motor fuel taxes paid on fuel used for non-highway recreational purposes, such as in ATVs, snowmobiles, and other off-road vehicles. These funds are returned to the states through the Federal Highway Administration (FHWA) to provide grants for a wide variety of trail projects. The RTP is a model of "users-pay, users-benefit," supporting the maintenance of existing trails, construction of new trails, and the development of trail-related facilities for both motorized and non-motorized recreation.
