NOTE: Projects are accepted and funded on a rolling basis. Grant-Funded Brownfield Assistance The Ohio Brownfields section administers two brownfield assistance programs Targeted Brownfield Assessment and Technical Assistance. Both programs purpose is to assist local government entities with their goal of transforming blighted properties into economic and community assets. Capitalized by a grant from USEPA, the brownfield assistance programs target community driven projects in need of property assessment and technical assistance. Eligible applicants include local government entities such as counties, cities, villages, townships, port authorities and county land banks. Targeted Brownfield Assessment (TBA) Program The Targeted Brownfield Assessment (TBA) program provides property assessment services at no cost to eligible applicants. It helps minimize the uncertainties of contamination associated with brownfield sites and can support efforts for cleanup and redevelopment. Ohio Brownfields has retained contractors to perform the requested assistance and the applicant receives a written report of the work performed. Services available through TBA are useful for providing “due diligence” evaluations for real estate transactions by defining a property’s potential contamination. These products are also useful to support applications to leverage funding and to provide potential match for various brownfield programs. Typical TBA services provided include: Phase I Environmental Site Assessments (VAP, AAI, ASTM) Asbestos Surveys Geophysical Surveys Limited Phase II Assessment Remedial Action Plans (cleanup plans) VAP Phase II Assessments BUSTR Class C Release Determinations for underground storage tank sites Various planning activities Ohio Brownfields staff will work with applicants to provide the appropriate services to meet their needs.Eligibility

Eligibility for the TBA program requires the following:Applicant is a local government, quasi-government, or non-profit entity. Applicant is not a potentially responsible party. Applicant does not need to own the property. A signed consent to access to the site must be granted by the property owner (attached to the application).
