Noncustodial Parent Employment Program (NCPEP)

Program Type: Grant-based workforce initiative

Mission: "Second Chances" - Designed to turn obstacles into opportunities by providing specific tools to help noncustodial parents get back into the workforce and rebuild family relationships.

Target Population:

  • Noncustodial parents in Escambia and Santa Rosa counties

  • Unemployed or underemployed individuals

  • Those facing barriers to employment including:

  • - Child support debt
    - Suspended driver's licenses
    - Legal hurdles related to child support obligations

    Program Philosophy: Shifts focus from "penalization" to "empowerment" by addressing the root cause of child support issues (joblessness) rather than only addressing debt.

    Comprehensive Services ("Wrap-Around" Support):

      Professional Development:

    • Career search and job referrals
    • Resume writing assistance
    • Specialized interview training

      Legal & Administrative Support:

    • Guidance on child support issues
    • Assistance with driver's license reinstatement fees
    • Help navigating child support order modifications (where available)

      Financial Assistance:

    • Coverage for job-related expenses (tools, uniforms, safety equipment)
    • Support for job retention to ensure sustained employment

      Training & Education:

    • Scholarships for vocational training in high-growth local fields
    • Focus areas: healthcare, construction, logistics
    • Ladder-up programs to move out of low-wage cycles

    Community Impact:
