Rahall Appalachian Transportation Institute, Southern West Virginia Community and Technical College, West Virginia Institute of Technology; Need and merit based for graduating senior as well as qualifying college upper classmen; Must have graduated from a high school in the 3rd Congressional District; Commit to take at least one communication class; Pursue a major related to technology and economic development;
