Overview
Maryland Section 5310 Program- Enhanced Mobility for Seniors and Individuals with Disabilities Grant
The Maryland Section 5310 Program, formally known as the Enhanced Mobility of Seniors and Individuals with Disabilities Program, is funded by the Federal Transit Administration (FTA) and administered in Maryland by the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA). The program is designed to improve mobility for older adults and individuals with disabilities by supporting transportation services that go beyond the scope of traditional public transit. Eligible applicants include private nonprofit organizations, state or local government authorities, and public transit agencies that can demonstrate their services address the needs of seniors and individuals with disabilities. To qualify, applicants must be able to show coordination with other transportation and human service providers, demonstrate financial and managerial capacity to manage federal funds, and commit to maintaining vehicles or equipment purchased through the program in compliance with FTA guidelines. The program also requires applicants to meet federal cost share requirements: capital projects are funded at 80 percent federal and 20 percent local match, while operating projects are funded at 50 percent federal and 50 percent local match. In Maryland, the 5310 Program plays a critical role in ensuring that seniors and individuals with disabilities can maintain independence, access essential services, and participate fully in community life. MDOT MTA administers the competitive application process, prioritizing projects that demonstrate strong coordination, meet an identified transportation gap, and show the ability to sustain services over time. Funding may be used for traditional capital projects, such as accessible vehicles, technology, and mobility management programs, as well as nontraditional services that expand or enhance transportation options. By providing these targeted resources, the program helps close gaps in mobility, enhances quality of life for vulnerable populations, and supports a more inclusive and accessible transportation network across the state.
