M/WBE Pathways to Prime Grant Program The purpose of the Pathway’s to Prime Grant Program is to provide targeted technical assistance, training, and support aimed at creating and enhancing the M/WBE's business operational capacity and growth strategy. The goals of the program are as follows: Improve the extent to which M/WBE businesses participate in Harris County contracting opportunities Build M/WBE’s experience and competency Provide a solid foundation for expanding operations and prime contracting capacity with the County
