Long-Term Care Provider Fund The Long-Term Care Provider Fund will be used to improve protection of the health and safety of residents in long-term care facilities through the expansion of Long-Term Care Ombudsman Program services. Long-Term Care Ombudsmen are advocates for residents of nursing homes and residential care communities. Ombudsmen provide information about resident rights. Under the federal Older Americans Act, every state is required to have an Ombudsman Program that addresses complaints and advocates for improvements in the long-term care system.
