Local Roads Oil & Shale Program (OH) The Local Roads Oil and Shale Program provides economic support for infrastructure repairs in counties, townships, cities and villages impacted by increased vehicular truck traffic from oil and gas production. This program will fund roadway repairs within villages and municipalities, as well as county and township roads in Carroll, Columbiana, Noble, Belmont, Monroe, Jefferson, Harrison, Guernsey, and Tuscarawas counties not currently covered by a Road Use and Maintenance Agreement (RUMA), and will be funded at $2.5M annually, with a $500k per project limit.Eligibility

Oil and Shale Program funds may be used for the repair of existing damages following the existing horizontal and vertical roadway alignment. Eligible activities include the following:Pavement Rehabilitation Bridge Rehabilitation or Replacement Full-depth Pavement Repairs Curbs Catch Basins / Inlets Slips / Slides Intersection ImprovementsProject Development Requirements:Preliminary Engineering/Environmental:Any work performed must be done in compliance with ORC 149.53 Local Public Agencies (LPAs) will be responsible for coordination with all applicable state and federal agencies, and obtaining any necessary environmental / waterway permitsDesign:LPA may do design work in-house or may hire a consultant for design (Quality-Based Selection process must be used for all contracts of $50,000 or more) Design will be done in accordance with AASHTO standards Proprietary items and other items prohibited for federal funding will not be eligible for state funding under the program unless appropriate waivers have been obtainedRight-of-Way:All work performed must be done in accordance with the Ohio Revised Code.
