Overview

The Kentucky Statewide Reserve Fund supports innovative workforce development initiatives under the Workforce Innovation and Opportunity Act (WIOA). Funded by the Kentucky Workforce Innovation Board, this program provides financial assistance to local workforce development boards, state agencies, and non-profits. Eligible applicants must be engaged in workforce training activities, while for-profit organizations are ineligible. Applications are accepted monthly, with a focus on enhancing workforce capabilities across the Commonwealth.

NOTE: Completed applications must be sent to the Fund Administrator via U.S. Mail or email by Close of Business (EST) on the first Wednesday of each month. Applications received after the deadline will be held for consideration in the following month.
The Workforce Innovation & Opportunity Act (WIOA) is a federally funded grant program that provides Youth, Adult and Dislocated Worker funding throughout our Commonwealth to Local Workforce Development Boards, State Agencies, and Non-Profit 501(c)3 organizations that engage in the required/allowable WIOA activities.
The Statewide Reserve Fund is authorized as part of the Federal Workforce Innovation & Opportunity Act (WIOA) under 20 CFR 682.110 (b). The goal of the Statewide Reserve Fund is to promote innovative approaches to meeting the goals laid out in the WIOA State Plan and provides a mechanism to allow for statewide initiatives outside of the established Local Workforce Development Areas.
The Kentucky Statewide Reserve (SWR) Fund is a grant program operated by the Kentucky Education & Labor Cabinet (ELC) to provide grants through various channels to support and implement required and allowable workforce development activities.
