Program Description This Notice of Funding Opportunity (NoFO) sets forth the requirement of the State Fiscal Year 2025 (SFY25) Department of Commerce and Economic Opportunity (DCEO) Grants Management Initiative. DCEO administers grant programs designed for capital improvements as defined within the annual appropriation bill (Public Act 103-0589) set forth by the Illinois General Assembly. The goal of this program is to improve the quality of life of Illinoisans. The intent of this grant is to fund costs associated with permanent capital improvements including, but not limited to, street light installation within/or near the 7300 block of South Clyde Avenue and the 7400 block of South Merrill Avenue in Chicago. The funded project must meet bondable requirements as set forth in 30 ILCS 425 The Build Illinois Bond Act. The successful grantee will be required to report on the expenditure of funds and the specific improvements rendered as a result of this funding. Using the Periodic Financial Report (PFR) and Periodic Performance Report (PPR) templates, and providing all required detailed supporting information including the expense tracking spreadsheet (ledger), grantees must be able to relate financial data to performance accomplishment that support DCEO’s mission to improve the quality of life for Illinoisans. Program Information Short Description The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with the installation and/or replacement of utilities. This includes water systems; electrical systems – including components of telecommunications equipment; fire hydrants; central fire and security alert systems; automated temperature or environmental control systems – including energy management control computers; sewage and water treatment facilities; drainage improvements; storm or sanitary sewers; restoration to original condition of features at the site of any utility installation; etc. This may include associated roadway improvements.Eligibility
