The Indianapolis Community Development Block Grant (CDBG) focuses on improving community viability through decent housing, suitable living environments, and expanded economic opportunities for low and moderate-income individuals. This program supports various activities, including homeowner repairs, public facility rehabilitation, and employment training, aimed at addressing urgent community needs and enhancing overall quality of life. The City of Indianapolis is currently accepting applications for community development projects funded by CDBG.

Pre-Proposal - This deadline represents when all potential applicants are required to submit a project eligibility determination to the Principal Program Manager of Strategic Investments.  All applications must have this determination letter in order to submit an application.Full Proposal - This is when the application is due.
CDBG's primary goal is to “develop viable communities by providing decent housing and suitable living environments and expanding economic opportunities, principally for persons of low and moderate incomes.”
This goal is carried out through a wide array of housing and social services including:

• Homeowner-occupied repair
• Public facility construction and rehabilitation
• Demolition of unsafe structures
• Employment training
• Summer youth programs
• Senior services
• The program helps tackle the city's most serious community challenges.
• Eligible activities under the CDBG program must meet one of the following criteria:
• Benefit low and moderate-income persons (most commonly used)
• Prevent or eliminate unsafe and hazardous structures or areas

Community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community
