Overview

The Illinois Department of Public Health is establishing a yearly cycle for Civil Money Penalty (CMP) grants, with solicitation and grant making occurring through June of each year and grant execution commencing on or around July 1 of each year. In 2022, the solicitation process will follow the Grant Accountability and Transparency Act (GATA), 30 ILCS 708, and corresponding rules found in Title 44, Part 7000 of the Illinois Administrative Code. Beginning in 2022, the state of Illinois will solicit applications for grant programs that benefit nursing home residents and are designed to protect and/or to improve their quality of care or quality of life. About CMP Funds Civil Monetary Penalties are monetary penalties imposed by the Centers for Medicare and Medicaid Services (CMS) on nursing homes for failing to meet federal regulations. The Office of Health Care Regulation (OHCR) performs periodic federal certification surveys of nursing homes. Facilities not in compliance with federal regulations may be penalized by CMS based on their survey findings. A portion of these funds collected are returned to states to use for projects that improve the quality of life and quality of care for nursing home residents in certified nursing home facilities. As part of its continued commitment to the nation’s most vulnerable populations, CMS has launched the Civil Money Penalty Reinvestment Program (CMPRP) to improve quality of life by equipping nursing home staff, administrators, and stakeholders with technical tools and assistance to enhance resident care. The Illinois CMP Fund is administered by the Illinois Department of Public Health. OHCR administers grants to entities that develop CMPRP project proposals which directly improve patient outcomes and meet proposal requirements set forth by OHCR and CMS. Funding Uses CMP funds may be used for, but not limited to the following: Improvements to quality of care Culture change Training for facility staff and surveyors Resident quality of life Projects that support resident and family councils Resident transition due to facility closure or downsizing
