The Floyd Hooker Foundation [FHF] is a testamentary trust established under the will of Floyd “Vic” Hooker to benefit the children of Tioga County. The trust is funded through proceeds received from his winnings in the New York State Lottery. The Foundation provides for three types of grants to qualified tax-exempt organizations [Qualified Organizations, defined below] which benefit the children of Tioga County with preference given to those projects which fulfill unmet needs within the County. FHF Emergency Grant Applications for the Emergency Grant are limited to Qualified Organizations which have undergone an unforeseen external event or pressing need that must be met in the immediate future. A Qualified Organization may make application for emergency funding should it experience an unforeseen external force that occurs outside the mini-grant funding cycle and does not qualify as a Capital/Special Projects Grant. An application must demonstrate: that the forces causing the monetary urgency were beyond both the reasonable foresight and the control of the organization;that there is a significant and critical localized, immediate need; andnot funding the application would be a detriment to the children of Tioga County.Eligibility

Qualified Organizations include:Nonprofit or community organizations holding a current tax-exempt status under Section 501(c)(3) of the Internal Revenue CodeRecognized governmental entity including state, county, town or village or its agencies.Educational facilities, such as K-12 public, private or charter schools or school districts and higher educational institutions.Religious organizations may only be considered if: Service benefits all, regardless of religion; Service provided is not religious in nature; and There is no proselytizing with the service.All applications shall be submitted electronically through this website. All applications must include a “Project Budget” outlining all funding sources along with a detailed list of anticipated expenditures. The following attachments must be uploaded with the submitted application:IRS 501 (c)(3) Tax-Exempt letter if applicableCurrent balance sheet for the organization, not more than 90 days oldAny estimates, invoices or quotesAny additional information/narratives which will help FHF in its review of your applicationApplicants will be required to file with FHF a final report providing an accounting of monies received and expended on the project.Focus Areas & Funding Uses
