Overview: The PHS Commissioned Officers Foundation offers Family Member Scholarships to dependents of members of the Commissioned Officers Association (COA) of the U.S. Public Health Service. As of 2024, this program includes the RDML Helena Mishoe Diversity "BELIEVE" Scholarship.
