Elmo M. Royce Youth Fund Grant The Elmo M. Royce Fund grants funds to non-profit organizations whose programs support youth activities and recreational programs for the youth of Schuyler County, New York and is a component fund at the Community Foundation. In May of 2003 HSBC Bank transferred the management of the Elmo M. Royce Youth Fund to the Community Foundation. In addition, the Elmo M. Royce Fund also provides Camperships – camp scholarships – to youth living in Schuyler County who demonstrate a financial need. Camps may include but are not limited to organized summer youth activities, camps administered by religious organizations, 4-H camp, camps hosted by colleges and universities, etc.
