Community Foundation of North Central Washington The Community Foundation of NCW is a tax-exempt philanthropic organization that helps individuals, families, businesses, and agencies support charitable causes throughout Chelan, Douglas, and Okanogan counties. Don and Rita Campbell Scholarship Don and Rita Campbell are pillars of the community in the Wenatchee Valley. It is their shared spirit of giving back that started the idea of this scholarship. Rita’s life, in particular, was the inspiration for the scholarship. While raising three boys, she decided to go back to college and obtain a teaching degree. This scholarship serves as encouragement for other non-traditional students to reach their educational goals.
